RAD Collaborative Actions Archive
In the course of advancing RAD in Congress and with other policymakers, the Collaborative periodically calls upon its participants to help devise strategies and take supportive actions typically related to appropriations and other legislative and administrative opportunities such as these below. We also pass on critical information affecting public and assisted housing as warranted.

9.15.21 - RC Policy Options. As RAD and Section 18 increasingly offer varied and helpful options for converting conventional public housing to long-term Section 8 contracts, we’ve asked practitioners for ideas on what could be done to augment conversions ahead.
Greg Byrne—recently retired HUD Recap Office’s long-time public housing practitioner and RAD transactions director—frames options for how additional funds for redeveloping public housing provided via the Biden Administration’s “Build Back Better” initiatives might be best directed.
In the “Chalk Talks” below, Greg reviews three essential steps: 1) realistically projecting remaining capital needs for effectively converting the stock; 2) how debt and equity can substantially leverage any additional funds; and 3) how reasonable Section 8 operating subsidies could support the conversion of remaining inventory with the deepest needs and obsolete stock. Support RAD in FY 2018 Appropriations Bill

With a reported "mega-bus" appropriations bill that includes THUD coming - now likely after a short-term Continuing Resolution (CR) - it is very important to directly contact and urge your Senators and Representatives to adopt the Senate's proposals for eliminating the RAD cap, extending authority to Section 202/PRAC senior properties and holding to the recommended Public Housing Operating and Capital Funds levels in the eventual FY 2018 appropriations bill.
Here's a list of key decision makers in the Senate and House. Banking Committee and Financial Services Committee members should be asked to urge their colleagues on the respective Senate and Housing THUD committees to support the Senate's recommendations in a conference committee.
Additionally, here is a list of Congressional representation and their committee assignments for all PHAs that are on the new RAD waiting list of nearly 50,000 units. Regardless of their committee assignments, any/all of these members should be asked to urge their colleagues on the House and Senate THUD committee to adopt the Senate's RAD proposals in the final FY 2018 appropriations bills.

With the short-term Continuing Resolution (CR) to December 9 now extended to April 28, 2017 to give the new Administration time to shape the budget for the balance of FY 2017, it continues to be important to directly contact and urge your Senators and Representatives to adopt the Senate's proposals for RAD in the eventual FY 2017 appropriations bill NOW so that RAD's importance in preserving public and affordable housing is clearly heard.
Thank you to the 155 organizations that signed on to the RAD FY 2017 letter to Congress as of 10/31/16. The letter was conveyed to the chairmen/chairwomen and ranking members of the THUD Appropriations Subcommittees in both the House and Senate on 10/31 (see link to these letters, below). The sign-on letter will be held open and an updated version sent to Congress early in the new year
